Valerio Onida

President Emeritus of the Constitutional Court

Curriculum

Assistant Professor of Constitutional Law in the Faculty of Law at the State University of Milan since 1960; obtained the habilitation to teach in Constitutional Law in 1965.

He taught, first as an adjunct professor, then as a full professor, public law, parliamentary law, regional law, constitutional law, constitutional justice at the Universities of Padua (branch in Verona), Sassari, Pavia, Bologna, and Milan, from 1966 to 1996 and from 2005 to 2009.

He is currently a professor emeritus of the Faculty of Law at the State University of Milan. Since 2014, by appointment of the Academic Senate of the same State University of Milan, he has been the Student Ombudsman.

He is the President Emeritus of the Constitutional Court, of which he was a judge from January 24, 1996, to January 30, 2005, and President from September 22, 2004, until the end of his term as a judge.

He is a lawyer authorized to practice before higher courts.

In 2013, he was part of the Working Group on institutional issues, established by the President of the Republic, for the examination of economic-social, European and institutional issues, and subsequently of the Commission for constitutional reforms established by the Presidency of the Council of Ministers.

From 2009 to 2012 he was President of the Italian Association of Constitutionalists.

Since 2006, he has been a member of the scientific committee of the Autonomous Province of Trento.

He is a member of the scientific committee of the Institute for Public Administration Science in Milan.

He is President of the Foundation for Religious Studies "Giovanni XXIII" in Bologna.

He is the President of the National Institute for the History of the Liberation Movement in Italy.

He is the President of the Superior School of Magistracy.

Between 1974 and 1996, he was a member of the scientific committees of the Lombardy and Marche Regions, the Autonomous Province of Trento, and a member of the parity commission for the implementation of the special statute of the Autonomous Region of Valle d'Aosta; between 2006 and 2007, he was president of the parity commission for the implementation of the special statute of the region of Sardinia.

He has been a speaker at numerous conferences, particularly at the annual conferences of the Italian Association of Constitutionalists.

He is the author of numerous publications on constitutional and public law.

He was a contributor on institutional topics for the newspaper "Il Sole-24 Ore" until 1995, and resumed this role in March 2005.
