Elena Kaiser

At the agency, he deals with all legal and policy issues related to cybersecurity and data protection, both on a national, European, and international level.

During the last years, she has also contributed to several important European and international projects on capacity building and gender inclusion. Since January 2022, she is the official delegate for Luxembourg to negotiate the new United Nations convention on cybercrime; she has also represented the country in various international and European conferences on cybersecurity and Internet Governance.

In 2019, he completed a PhD in Public, International, and European Law at the University of Milan, presenting a thesis on limitations to the protection of personal data for reasons of national security and law enforcement needs.

Since 2017, she is enabled to practice law. Always passionate about books, travel, and foreign cultures, she fluently speaks English, German, French, and is currently studying Luxembourgish.
